Innovative Climate-Smart Irrigation Solutions for Wheat Farmers in Northwest Syria

Do you have an innovative solution that can help wheat farmers use water more efficiently?

Field Ready for Humanitarian Innovation – Syria, in partnership with Engineers Without Borders Norway (EWB-N), World Vision Syria Response (WVSR), and the Response Innovation Lab (RIL), invites private-sector companies, startups, manufacturers, technology providers, engineering firms, researchers, and innovators to submit proposals for climate-smart irrigation solutions in Northwest Syria.

The RISE Syria Project is seeking practical, scalable, and locally appropriate innovations that can improve irrigation efficiency, reduce water consumption, strengthen climate resilience, and support sustainable agricultural livelihoods.

Proposed solutions may include technologies, tools, products, services, advisory systems, monitoring approaches, locally maintainable irrigation solutions, or integrated models that help farmers make better decisions on when and how much to irrigate.

Solutions should be affordable, user-centred, technically feasible, climate-smart, locally maintainable, and suitable for piloting with wheat farmers in Northwest Syria.

What We Are Looking For

  • Solutions that improve irrigation decision-making for wheat farmers.
  • Approaches that increase water-use efficiency and reduce unnecessary water consumption.
  • Practical tools or services that are affordable and easy for farmers to use.
  • Innovations that can be maintained locally and adapted to the Northwest Syria context.
  • Models that support climate resilience, food security, and sustainable agricultural livelihoods.

01 Can RISE Syria facilitate introductions or matchmaking with legally registered private-sector companies in Southern Aleppo to join the applicant's consortium? +

The identification and selection of consortium partners is the responsibility of the applicant. Applicants are expected to independently identify and engage any local partners required for their proposed implementation approach.

While the RISE Syria consortium may share general public information or respond to technical clarification questions where possible, it cannot guarantee matchmaking, endorse specific private-sector entities, or take responsibility for forming applicant consortia.

02 Can the consortium MoU be finalized during the contracting stage instead of before proposal submission? +

A consortium MoU does not necessarily need to be finalized at the proposal submission stage. However, the proposal should clearly identify the intended local partner, describe their role and responsibilities, and specify their proposed budget share.

If the proposal is shortlisted or selected, the consortium may request a finalized MoU or partnership agreement during the due diligence and contracting stage.

03 Is there a mandatory application template or proposal format that applicants must use? +

There is no mandatory application template. Applicants may use their own proposal format, provided that the proposal clearly covers the required information outlined in the Call for Proposals.

Applying as part of a consortium is not mandatory. Organizations may apply individually or as part of a consortium with other partners.

05 Is there any additional technical baseline data, such as soil conditions and irrigation water quality, available beyond the published Needs Assessment and Challenge Mapping documents? +

All baseline information currently available to the project has been included in the Needs Assessment and Challenge Mapping documents already shared. At this stage, we do not have additional technical baseline data beyond what has been provided.

Yes, a legally registered private-sector company based outside Syria may serve as the lead applicant, provided that it meets the eligibility requirements and can ensure effective implementation in partnership with qualified local actors where needed.

07 Are AI-enabled irrigation advisory and decision-support platforms without new hardware eligible? +

Response from the RISE Syria Team

Yes, AI-enabled irrigation advisory and decision-support platforms may be considered eligible, including solutions that integrate remote sensing, weather data, and farmer advisory services. The proposed solution does not necessarily need to involve manufacturing new hardware, as long as it clearly contributes to improving irrigation efficiency, water-use efficiency, farmer decision-making, and climate resilience.

08 Is there a preferred budget range for pilot projects, or can applicants request the full grant amount? +

The maximum grant amount is up to USD 200,000. There is no fixed preferred budget range for pilot projects. Proposals requesting the full amount will be considered equally, provided that the budget is well justified, cost-effective, and aligned with the proposed scope and expected impact.
